What is that tie?

Carter sent me this picture this week.  I thought his tie was very interesting.  So, I asked him about it.  He said he made it.  I questioned him about really sewing a tie.  He said he bought the craziest fabric he could find at Walmart and used a needle and thread to sew it.  I'm pretty impressed with his skills.  The fabric choice is questionable.
